either with the prior consent in writing of that person or without such consent where that person is dead or cannot after reasonable enquiries by the Commissioner as to his whereabouts be found by the Commissioner;

• 不论此项透露乃事先获得该人之书面同意或因该人已去世或总监对该人下落进行合理之调查仍未寻获该人而未获得该人之书面同意；
