Proper compensation should be given to land use right users whereas the use right of State-owned land is recovered according to the provisions of 1 and 2 of the preceding paragraph.

• 依照前款第(一)项、第(二)项的规定收回国有土地使用权的，对土地使用权人应当给予适当补偿。
