If a party, who is punished by detaining of certificate, refuses to submit the certificate to be detained, the maritime administrative agency may extend the period for detaining the certificate or revoke that certificate.

• 被处以扣留证书，当事人拒不送交被扣留的证书的，海事管理机构可以延长扣留证书期限或者吊销证书。
