摘要:本文从分析2003年度莆田市荔城区医保基金的运行状况入手，剖析多种因素缺陷造成的负面效应。

• Abstract: Starting with the status of the medical insurance fund in Li Cheng District, Pu Tian City, this paper analyses the negative result because of the shortness of several factors.
